John Shubin is the founder and Chief Executive Officer of The Euclid Group and the Managing Partner of the Shubin Law Group, P.A. His skill sets combine deep experience in the conceptualization and approval of large-scale real estate projects and, when required, the representation of clients in legal and administrative disputes over the approval of those projects.
As both a practicing lawyer and strategic advisor, John has worked with and represented every variety of stakeholder in the development and “highest and best use” process – real estate owners, developers, investors, lenders, affected parties, and local governments.
The Euclid Group was founded upon the belief that bringing together best in class public administrators, planning and zoning officials, elected officials, and academics, and combining them with the experience of land use lawyers and litigators would offer clients a unique set of talents to either complement their existing professionals or design and execute solutions to complex entitlement challenges.
Combining these valuable practical skills with a deep academic interest in the regulation of natural resources, John guides The Euclid Group’s professionals and thought leaders in their fulfillment of client’s objectives. He regularly lectures on land use issues and has a long-standing interest in the pursuit of research addressing the intersection of natural resources and government regulation and the political realities associated with the interaction of these sectors.
John is a South Florida native whose practice has included work throughout Florida and in numerous jurisdictions around the country, and has served in numerous leadership positions for such distinguished nonprofit institutions as HistoryMiami, Fairchild Tropical Botanic Garden, and Ransom-Everglades School.

With nearly four decades of expertise, Jim Shimberg leads the Tampa office for both the Shubin Law Group, P.A. and The Euclid Group. Jim compliments his expertise in local regulatory environments, specifically real estate development, land use, and zoning, with experience navigating both the public and private sectors.
Jim most recently served at the Executive Vice President and General Counsel at Strategic Property Partners, LLC (“SPP”), the developer behind the largest and most transformational project in Tampa’s history, Water Street Tampa. Water Street Tampa is a $4 billion, 56-acre mixed-use real estate development under construction in downtown Tampa along the waterfront, developed by Jeff Vinik and Seattle’s Cascade Investment, LLC.
In addition to his role with SPP, Jim has served as Executive Vice President and General Counsel for Vinik Sports Group, the parent company of the National Hockey League’s 2020 and 2021 Stanley Cup Champion Tampa Bay Lightning. He joined the Tampa Bay Lightning as General Counsel in 2013, recruited as much for his local real estate expertise and relationships in the community as his legal background.
Prior to working with SPP and the Lightning, Jim spent more than 26 years as a land use and real estate attorney with Holland & Knight LLP. There he held several leadership roles including Executive Partner of the Tampa office, Practice Group Leader for the Tampa Bay Area Real Estate and Land Use Group and Chair of the Firm’s National Land Use Initiative.
Jim also served as the City Attorney for the City of Tampa, where he helped manage all legal issues associated with Tampa’s hosting of the 2012 Republican National Convention. These experiences have given him an unparalleled depth of knowledge of the regulatory process in real estate development and land use in the Tampa Bay region.
In 2011-2012 Jim served as an Urban Land Institute Rose Fellow as one of four representatives for the City of Tampa in a year-long collaboration with the cities of Kansas City, Mo., Oakland, Calif. and Providence, RI, learning about cutting-edge public private developments around the country.
A Tampa native, Jim has a robust network of business and political relationships that span decades, bolstered by a father and uncle who were prominent developers and community leaders in Tampa. Following in their footsteps, Jim is also active in the community.

A planner, urban designer and architect by training, Francisco García Iglesias is responsible for leading designs for new communities as well as urban redevelopment and revitalization projects in America, Europe, Asia, and the MENA region. In 25 years of professional experience, he has held executive positions in both the public and private sectors.
His experience is broad in range encompassing, among others, management of a large municipal community planning department, urban design, and zoning division inclusive of code compliance. In addition, and pertaining to master planning and regulatory coding efforts, Francisco has been involved in the design of diverse master plans in green-field, infill, and gray-field conditions as well as for new towns, and a number of code calibrations for municipalities large and small.
Francisco brings this experience and knowledge to effective leadership of design workshops and charrettes and is repeatedly called to lecture before government officials, developers, and citizen groups. He also effectively advocates and mediates in complex entitlement processes.

Liana's practice extends to post-approval permitting and regulatory matters – including building code and accessibility compliance – and appellate proceedings.
Prior to joining the Shubin Law Group, P.A. and The Euclid Group, Liana worked as a land use and zoning attorney at Greenberg Traurig, P.A. and Bilzin Sumberg Baena Price & Axelrod LLP.
Before becoming an attorney Liana worked for eight years as a journalist for The Miami Herald.

Liana's practice extends to post-approval permitting and regulatory matters – including building code and accessibility compliance – and appellate proceedings.
Prior to joining the Shubin Law Group, P.A. and The Euclid Group, Liana worked as a land use and zoning attorney at Greenberg Traurig, P.A. and Bilzin Sumberg Baena Price & Axelrod LLP.
Before becoming an attorney Liana worked for eight years as a journalist for The Miami Herald.

Knox White has served on the Greenville South Carolina City Council since 1983 and as Mayor since December 1995. A native of Greenville, Knox is a graduate of Christ Church Episcopal School and Greenville High School. He attended Wake Forest University and the University of South Carolina Law School. He was a partner in the law firm of Haynsworth Sinkler Boyd, where he led the firm’s immigration and customs practices.
His tenure as Mayor of Greenville has been defined by neighborhood revitalization, economic development and transformational projects for downtown.
