ROBERT LINCOLN
Land Use & Development

Robert K. Lincoln has been a key strategic advisor to landowners and developers in resolving complex land use regulatory and development issues for over 20 years. Certified by the Florida Bar in City, County and Local Government Law, Robert brings a unique planning background to his legal practice. He earned his Master’s degree in Urban and Regional Planning, receiving numerous academic awards and honors, served as a Research Associate at the FAU/FIU Joint Center for Environmental and Urban Problems, and is a former Assistant Professor of Planning at Michigan State University

Robert has published studies and academic articles on a wide range of land use, development and related policy topics, including neotraditional and transit-oriented development, comprehensive planning, coastal zone management and beach access, linkage fees, takings, and other planning issues. He is a highly sought and frequent lecturer on land use and development issues, policy, and related litigation.

Robert’s litigation experience, academic scholarship, and planning background allow him to bring a sophisticated and comprehensive perspective to strategically guide clients seeking zoning, planning and development regulatory approvals involving the most complex land use and local government matters – or litigating those issues when necessary. He has extensive experience representing public and private clients in administrative, trial, and appellate court matters.

Robert is active in the Sarasota community as an award-winning pro bono attorney and avid supporter of higher education. He is the Chair of CLE International's annual Florida Land Use Law Conference and a past Chair of the Sarasota County Bar Association’s Local Government Law Section.
