JOE JIMENEZ
Senior Advisor

Joe Jimenez is a legal and governmental affairs professional with over 20 years of experience in real estate development, municipal law, and public sector leadership. He is the Founder and Principal of JMZ Group, a consulting firm based in Coral Gables that specializes in legal and regulatory strategy for real estate developers and related stakeholders operating across Miami-Dade County and its municipalities.

Joe launched JMZ Group in 2023 after nearly a decade as Executive Vice President and General Counsel at Codina Partners, one of South Florida’s leading real estate investment and development firms.

Earlier in his career, Joe served as Assistant City Manager for the City of Miami Beach, where he oversaw several key departments—including Planning and Zoning, Code Compliance, and Building—and managed the city’s legislative affairs at the state and federal levels.

Joe also brings a strong background in land use and municipal law from his time at the law firm Stearns Weaver Miller. He represented both public and private clients, including acting as City Attorney for the Cities of Doral and Marathon and as Special Counsel to the City of Coral Gables, the Coral Gables Business Improvement District, and the Town of Miami Lakes. His work included entitlement and permitting for development projects, as well as advising on procurement and government contracting.

Joe holds a Juris Doctor from the University of Miami School of Law and a Bachelor of Arts in Philosophy from Florida International University. His deep understanding of the legal and political landscape in South Florida makes him a valuable partner to clients navigating the complexities of development and government relations.
